Dear Sir or Madam:

By letter dated June 12, 1997, Carolina Power&Light Company (CP&L)submitted a Request for License Amendment for the Harris Nuclear Plant (HNP).The proposed amendment revises Technical Specification (TS)6.0,"Administrative Controls." Specifically, the proposed amendment included a revision to TS section 6.2, Organization, which deleted the last sentence in TS 6.2.2.e which states that the Operations Supervisor will hold a Senior Reactor Operator (SRO)license, and added a new TS 6.2.2.f which states that"If the Manager-Operations does not hold a Senior Reactor Operator License, then a designated Operations middle manager shall hold a Senior Reactor Operator License." Based on recent discussions with the NRC staff, CP&L is submitting a revision to the June 12, 1997 submittal.

The proposed new TS 6.2.2.f which used the term"Operations middle manager" is removed and]an addition to TS 6.2.2.e is provided which better defines the intent of the proposed change.The proposed wording change to TS 6.2.2.e states,"If the Manager-Operations does not hold a Senior Reactor Operator License, an off-shift Operations superintendent who reports directly to the Manager-Operations and holds a Senior Reactor Operator License shall be designated to supervise shift work and licensed activities."
