TU Electric herewith submits Revision 20 (enclosed) of the CPSES Technical Requirements Manual (TRM). Enclosed are the following documents:
Technical Requirements Manual 1 signed original Revision 20 and 10 copies The atte.h ant contains a page by page description of the changes. As has been t. Electric practice in the past several TRM revisions, all changes describ;2 in the attachment have been evaluated for relative significance (i.e., the group number 1, 2, 3 or 4 corresponds to each change r justification as discussed in TU Electric letter TXX 88467 dated June 1, 1988). In addition, all changes applicable to CPSES Units 1 and 2 have been reviewed under the TU Electric 10CFR50.59 process and found not to include any "unreviewed safety questions".
TRM Revision 20. dated June 30, 1995, will become effective at 12:01 AM CST on June 30, 1995.

AMENDMENT / REVISION 20 DETAILED DESCRIPTION TR Page (as amended) Group Description 0-1 3 Up dates the paragraph describing TRM document distribution by deleting the sentence " Licensing specifies (by copy number) the proper distribution for the TRM."

This sentence is unnecessary detail. The discussion before and after the deleted sentence address the proper control and distribution of the TRM.

SER/SSER Impact . No 0-2 3 Revises the frequency for reporting Technical Requirements Manual Revisions to the NRC from annually to within 30 days of the effective date of the TRM Revision.
Revision There are no regulatory requirements to issue the TRM to the NRC on an annual basis similar to the FSAR. The annual frequency was originally chosed to assure the NRC was provided routine updates. TRM Revisions 0 through 18 have been issued within 30 days of the effective date. This change assures the NRC is informed of changes in a timely manner. It requires more effort to " stockpile" the revisions than to transmit revisions to the NRC as they are issued.

The Technical Specification (TS) pages / excerpts are repeated in the TRM for convenience. The Technical Requirements Manual (TRM) cautioned that even though the TS information is repeated, care should be taken not to overlook TS requirements Even with this note, the potential exists for tae TS information to become outdated by license amendments. This change eliminates the potential for human error. Deleting the duplicate information will save project resources by eliminating unnecessary changes to the TRM.
