DOCKET NOS. 50-445 AND 50 146 FSAR AMENDMENT 87 DESCRIPTION Gentlemen:

Amendment 87 to the CPSES FSAR was transmitted to you under a separate cover letter TXX-92568, dated December 18, 1992. The attachment to this letter provides line-by-line descriptions of the changes in Amendment 87. FSAR pages which do not have technical changes but are included in the amendment (because they are the opposite side of the sheet from a page that was changed, because the change shifted the existing material to another page or because only editorial changes were made on these pages) are not discussed in the attachment.

As has been the TU Electric practice in past FSAR amendments, all changes described in the attachment have been evaluated for relative significance (i.e., the group number 1, 2, 3 or 4 following each change justification as discussed in TV Electric letter TXX-88467 dated June 1, 1988). In addition, all changes applicable to CPSES Unit 1 have been reviewed under the TU Electric 10CFR50.59 process and were found not to include any "unreviewed safety questions."

Amendment 87 includes the following change'. which were previously transmitted to the NRC as advance FSAR submittals or which have resulted from NRC Requests forAdditionalInformaten(RAI):

1)AdditionofUnt R post accident. vital area mission routes and radiation doset transmitted in TXX-92495, dated October 9, 1992.

2) Identification of Unit 2 ASME Code Case usage, transmitted in TXX-92499, dated October 23, 1992.
3) Unit 2 Startup Testing Program changes, transmitted in TXX-92513, dated October 23, 1992, in respense to an NRC RAI dated September 25, 1992.
4) Revised cooling pond hydrothermal analysis, transmitted in TXX-92526, dated November 6, 1992.

14) Update to the loadings and stresses for Category I structures, transmitted in TXX-92601, dated December 14, 1992.
15) Deletion of environmental flow model schematics, transmitted in TXX-92620, dated December 11, 1992.

Also, as described in TXX-92286 dated May 31, 1992, Amendment 87 continued the process of incorporating the responses to NRC questions contained in FSAR volumes XV, XVI and XVII into the FSAR text.
