Gentlemen:

On January 14,1994, Entergy Operations Inc. (EOl) submitted an application for amendment to the River Bend Station (RBS) Technical Specifications, License Amendment Request (LAR) 91- ,

11 (Reference 1). Included were proposed changes which would remove component lists from the Technical Specifications per guidance provided in NRC Generic Letters 91-01 and 91-08. On November 10,1994, the NRC Staff and RBS personnel discussed several clarifications to the information provided in Attachment 1 of RBG-39894. These changes addressed an NRC concern of further identifying the scope of the technical specification line item. This discussion resulted in several clarifications ofindividual specifications as documented in Reference 2.

As a result of further review of the application for amendment, additional clarifications of the t same type have been identified and addressed in Attachment I to this letter. These clarifications  ;

have been discussed with RBS's NRR Project Manager. Based on these discussions, RBS recommends including these clarifications in LAR 91-11.

Listed below are the proposed clarifications to LAR 91-11 based on discussions with the NRC.

These clarifying changes are editorial and are bounded by the No Significant Hazards i Considerations previously submitted in RBG-39894. Changes to the original submittal are noted ,

in italics.

CONTAINMENT AUTOMATIC ISOLATION DAMPERS (3/4.6.5.3) ,

a. Revise LCO 3.6.5.3 to read as follows:

"Each (delete the word ' required') secondary containment ventilation system automatic isolation damper shall be OPERABLE."

b. Revise ACTION Statement 3.6.5.3 to read as follows: ,
