POTENTIAL UNAUTHORIZED MANIPULATION OF VALVES FROM REMOTE SHUTDOWN PANEL Tha licensee reported that on July 8, 1985, while performing a preoperational hot functional
.tcst, auxiliary spray valves, atmospheric dump valves, safety injection tank vent valves and the steam valv3 to the Terry Turbine (Auxiliary Feed Pump) were manipulated from a location other than the control room. The control room operators did not have control of thsce valves. Shortly thereafter, control was regained in the control room. The licensee
- curpects unauthorized manipulation of the valves from the remote shutdown panel. Local tuthorities and the FBI have been notified and a press statement issued. The resident in=pector was notified shortly'after the event occurred.
