g PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-V-86-05 Date: June 19, 1986 This pedliminary notification constitutes EARLY' notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date.

SUBJECT:

SUSPECTED ATTEMPTED SAB0TAGE/ VANDALISM At Approxiraately 2:00 PM, MGT, June 18, 1986, the ifcensee's I&C Technicians were performing initial system checks of the Unit-3 Fire Detection System and discovered that the internal wiring for at least one of the 18 panels had been modified, causing approximately $3,000 - $5,000 damage to the internal components of this panel.

A portion of the Fire Detection System is designed to operate on 24-volt DC.

Preliminary investigation by the licensee determined that during the past 30 days, person (s) unknown had used two jumper wires to supply this panel with 120-volt AC power. Thus, upon initial energizing of this panel, several 24-volt components overheated causing the internal damage.

The manipulation of wires, inside this Unit-3 panel had no effect on any operating systems at Units 1 and 2.

Unit-3 is in the early stages of pre-operational tisting. Construction is 99% complete.

No fuel is on site for Unit-3.

The licensee has notified th'e Maricopa founty Sheriff and the FBI.

The Senior Resident Inspe'ctor was notified at ' 4:00 PM, MST, June 18, 1986, of this incident.

NRC, Region V was notified by the licensee at 7:05 AM, PDT, June 19, 1986.

The IAT was notified of this incident at 8:00 AM, PDT, June 19, 1986.
