SUBJECT:

SUSPECTED SABOTAGE: LOSS OF THREE OF FOUR OFFSITE POWER SOURCES Da May 14,1986, be83nning at approximately 8:59 PM, PDT, offsite power on 3 of 4 trcusaission lines was lost due to phase-to ground faults on each line. The power remained

= faulted through the evening until late on May 15, 1986. During the morning hours of May 15, the licensce's investigation found that a rope or strap had been slung over the transmission Ifnes causing a phase to ground fault. The licensee also found evidence that a cin11ar but unsuccessful attempt was made to knock out the 4th line..The locations of the atreps on each line was about 35 miles from the plant.

Tha transmission lines converge on the site from 4 different directions.. The grounding straps were far enough apart to require a coordinated effort by several individuals to recomplish the power loss within a few minutes. Unit 1 is currently in Mode 5 for o maintenance outage. Unit 2 is complying with the Technical Specification action statement reg:rding electrical power sources, and is holding in Mode 3 pending completion of the licznsee's investigation. Unit 3 is in the preoperational test phase.

Tha licensee has notified local law enforcement agencies and the FBI. The licensee strongly.

gumpects sabotage and intends to issue a press release.

Th2 Region was notified at approximately 8:00 AM, FDT, May 15, 1986, by the resident inspectors who are closely monitoring the if censee's investigative efforts.

Tha IAT, FBI, Headquarters Operations Center and EDO have been notified.
