PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-V-86-05A Date: June 24, 1986 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date.

SUSPECTED ATTEMPTED SABOTAGE / VANDALISM (UPDATE).

The ifcensee has completed inspection of the remaining 17 fire detection panels for tampering. Two additional instances of similarly jumpered connections were identified. At approximately 1:30 PM and 5:00 PM, MST, on June 23, 1986, jumpers were identified in panels located at the 140' elevation of the Auxiliary Building and the 100' elevation of the Fuel Building, respectively. No damage to the pancis occurred, in that neither had been previously energized. The door associated with the Auxiliary Building fire detection panel was found unlocked.

The licensee intends on rekeying the locks for each prnel, since the licensee believes the above panel was locked following the June 18th jumper identification.

The licensee has increased security patrols in Unit 3 which is not yet in the protected area. The licensee; however, intends on accelerating efforts to include Unit 3 in the site security plan.

The licensee plans on renotifying the Maricopa County Sheriff and the FBI.
