, PREL*IMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PN0-II-86-87 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this date.

FACILITY: South Carolina Electric & Gas Company Licensee Emergency Classification:

V. C. Summer Unit 1 Notification of Unusual Event Docket No. 50-395 Alert Jenkinsville, South Carolina Site Area Emergency General Emergency X Not Applicable

SUBJECT:

PERSONNEL OVEREXPOSURE REPORTED South Carolina Electric & Gas Co. (SCE&G) informed Region II yesterday that an employee at the V. C. Summer plant had received a calculated exposure of 75 rems to the skin of one hand, which exceeds the quarterly limit of 18.75 rems set out in 10CFR20.

SCE&G management learned on November 17 that the individual was found to have contamination levels of one millirad per hour gamma and one rem per hour beta on one hand l wh:n he exited the fuel handling building where he was working on November 7. He was not w:aring protective clothing because the work locale is considered a " clean" area, although it is part of the site's larger radiation control area. Once this contamination was l d:tected on approximately one square centimeter of the skin, the radiation dose was l calculated.

l Tha licensee has been unable to determine the cause of the contamination. All surveys of tha area where the employee was working revealed no contamination levels above administrative limits.

R:gion II has dispatched a radiation specialist to the site to follow up on this incident.

SCE&G and Region II are prepared to respond to media inquiries.

The State of South Carolina has been informed.

This information is current as of *):00 a.m. (EST) today.
