March 18, 1980 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCUPJGNCE PNO-II-80-43 This preliminary notification constitutes EARLY notice of an event of POSSIBLE ca fet_y or_public_ interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE_ staff as of this date FACILITY: Carolina Power and Light Company

OUTAGE LABOR FORCE PTCKETING A subcontractor labor force (YearCi n) started picketing the Brunswick site on March 15. The licensee's operating personnel, including security forces, are out affected. There has been no violence and none is expected. On March 15 and 16 the majority of Yeargin construction forces did not report for work as scheduled.

As of Tuesday morning, March 18, 97 of the 600 individuals scheduled, failed to report to work. Picket lines are still in place, but limited to no more than 15 by a Court injunction. It is estimated the outage may be extended three days because of the labor force problems.

Daily press and television interest has occurred. The licensee is responding to

media inquiries. The NRC does not plan a press release. The State of North Caroline has been notified.

Region II (Atlanta) received notification of this occurrence by telephone from the licensee at 9:50 a.m. on March 18.
