SUBJECT:

ALERT - LOSS OF ANNUNCIATOR.S 1

.This event is independent of .the Unusual Event declared at Brunswick at 6:00 p.m. on September 20, 1989, due to' hurricane Hugo.

On September 21,1989, at 8:45 a.m. (EDT), an Alert was declared due to loss of audible annunciators to the Unit. 2 control board. Unit 2 was in cold shutdown with Division I of residual . heat removal -system operating in the shutdown cooling mode. -The licensee stationed operators to monitor plant parameters and the annunciators. An electrical short

' was found in the annunciator reset circuitry in a portion of the safety related control panel. The short was removed and the annunciators were verified operable. The

Alert was terminated at 10:53 a.m. Unit 1 was operating at 100 percent and was not affected by this event.

' Headquarters and Region 11 Incident Response Centers were manned after declaration of an Alert. .Four NRC inspectors were onsite during this event and monitored the licensee's

-actions.

The State of North Carolina was informed by the licensee. The licensee is responding to inquiries regarding.this event.

The NRC.. received initial notification of this event from the Senior Resident Inspector at 9:00 a.m., on September 21, 1989.
