This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by IE staff on this date.

UPDATE ON LICENSEE REPORT OF P0TENTIAL SABOTAGE This infonnation updates PN0-II-82-61, issued June 3.

l In discussions with Region II, the licensee has identified actions being taken to assure the adequacy of plant prctection, pending final resolution of concerns associated with the identification of bent incore neutron range monitoring tubes beneath the Unit 2 reactor vessel.

The actions, which are the subject of a Confirmation of Action letter, are:

Prior to Unit 1 startup, the licensee will:

Verify proper alignment in accessible areas, of the components of seven emergency core cooling systems (ECCS).

-- Conduct a detailed inspection of safety-related electrical panels and cabinets.

l, l -- Review procedures for access control of contractor personnel to vital areas.

-- Conduct walkthrough inspections of all accessible areas and valves for evidence of l abnormal conditions.

In addition, the following interim operational and security surveillance measures will be initiated:

-- The licensee will conduct daily walkthrough inspections and verifications of critical valve and electrical alignments for emergency core cooling systems. ,

-- Two edditional security patrols will be implemented on each shift.

The licensee estimates completion of these actions by noon today. Unit I restart is expected to begin in early afternoon.

These conditions also apply to Unit 2, presently scheduled for startup in July.

The resident inspectors and the Region II security inspectors and investigators at the site will continue to monitor all licensee activities associated with the unexplained tube damage on Unit 2. .

The State of North Carolina, the IAT and the FBI have been kept informed.
