UPDATF OF OFFSITE SURVEYS FOR CONTAMINATED BLOCKS As reported in an earlier notification (DCS No. 05000213971201), the licensee had identified concrete blocks with potential radioactive contamination that were ';aken f rom the site in 1977.

As of December 10, 1997, 16 of 45 potential locations had been curveyed for radioactive contamination by the licensee. A total of 114 blocks out of 3032 indicated radioactive contamination at greater than two times background levels. In order to determine the extent of contamination at the offsite locations, the licensee performed scan measurements with eensitive radiation monitoring instrumentation. When a contaminated block er a radiation dose rate at greater than two times background was found, the licer.see took soil samples. The soil samples were returned to the site for low level counting. At 3 of the locations where contaminated blocks were found, some minor soil contamination was also idenriried.

The licensee plans to return to the sites where positive soil samples were found and further characterize the areas prior to removing all licensed materials with identified radioactivity levels above background.

The Connecticut DEP and the NRC are observing the licensee's activities at the offeite locations and are performing independent measurements.

The State of Connecticut has been notified by the licensee and the Region 1 office staff. The licensee was planning an update to the press.
