UNMONITORED RADI0 ACTIVE LIQUID RELEASE PATH The licensee has identified an unmonitored release path from an uncontrolled Spent Fuel Building drain through the switchyard drain system to a marshy part of the owner-controlled area just outside the protected area. Identification occurred in the a.m. on February 24 when, during routine survey, a radiation technician detected contamination immediately outside the Radiologically Controlled Area fence. Further investigation identified surface contamination in the drain troughs in the switchyard and soil contamination in the marshy area (about 500 square yards) where the drains discharge. Water from this area flows into the plant discharge canal, where it is diluted by 384,000 gpm discharge flow.

About fifty (50) gallons of water had been removed from drums containing Reactor Containment sump sludge four weeks ago. Apparently, that radioactive waste water was discharged into what was erroneously thought to be a Spent Fuel Building floor drain to radioactive waste. The licensee is attempting to quantify the amount of radioactive saterial released.

The floor drain har been plugged. The licensee has controlled access to the affected areas and is taking soil samples.

Licensee reports were made to NRC and the State of Connecticut.

The resident inspectors are monitoring the licensee's actions.
