DEFORMATION OF FUEL STORAGE RACKS On April 27 during handling of spent fuel, binding was detected between a fuel assembly and its storage r6ck. The fuel assembly was half way out of its storage rack when further withdrawal would have required excessive lifting force. The fuel assembly, which had been placed in the spent fuel pool in October 1977, was returned to its initial rest position. .
>2Eli The licensee is evaluating the problem. The initial indication is swelling of the sealed boron carbide plates in the full storage rack believed by

Media interest is expected. The State of Connecticut has been informed.
A press release is planned by the licensee.
NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from the Assistant Plant Superintendent at 4:00 p.m.
