Docket No. 50-213 Subiect: PROPOSED IMPOSITION OF CIVIL PENALTIES - $650.000 This is to inform the Commission that a Notice of Violation and Proposed  !

Imposition of Civil Penalties (Notice) in the amount of $650.000 will be issued on or about May 12. 1997, to Northeast Utilities. The action is based on three Severity Level II 3roblems consisting of multiple individual violations. In addition, t1e action contains one Severity Level III problem not assessed a civil penalty and numerous Severity Level IV violations. The l l

staff consulted with the Commission on this action in SECY-97-066, and the Commission approved the issuance of the action by SRM dated April 16. 1997.  !

It should be noted that the licensee has not been specifically informed of the i

The licensee has thirty days from the date of the Notice in which to respond.
