The information is as initially received without vert 'ication or evaluation, and is basically all that is known by the Region I staff on this date.

PROBABLE TAMPERING WITH FIRE DELUGE SYSTEM At 2:40 p.m. January 9, 1986, the fire protection deluge system for the auxiliary transformer was manually actuated by an unknown person at a local fire box. No fire existed. The reactor was defueled for an extended piping replacement outage, and station power was being provided by the startup transformers. No damage to the plant resulted.

The licensee has concluded that the deluge system actuation was an intentional act of ta pering or harassment. The licensee's primary contractor for the recirculation pipe replacement outage had taken a job action against 49 welders within the 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period prior to the incident. However, no direct connection between these two events has been established. None of the affected welders were onsite at the time of the actuation.

The licensee has assigned additional security patrols throughout the plant, and has b: gun an investigation. The Vermont State Police are investigating the event.

No other suspicious events have occurred as of noon on January 14.

The State of Vermont has been notified.
