Subject:
PLANNED DEMONSTRATION BY CLAMSHELL ALLIANCE SPLINTER GROUP AT VEPFJNT YANKEE SITE, OCTOBER 4, 1977 Licensee reported that a splinter group of the Clamshell Alliance plans to hold a demonstration at the Vermont Yankee Site on October 4, with the following objectives:
- 1) Avoid any injury or unsafe condition by coordinating the event with licensee; 2) violate a law to precipitate arrest of participants; 3) attract news media attention; 4) alarm utilities' management and their banks; 5) gain anti-nuclear sentiment in Congress and thereby influence the proposed Energy Plan.
An Alliance representative was receptive to licensee's suggestion to meet with demonstrators at an off-site location, adjoining the site, on day of the event.
Region I will coordinate with licensee in keeping State authorities and local police informed of further developments.
Media interest is expected because of the expressed intent of the demonstrators to attract news media attention. The State of Vermont has been informed.
A press release is not planned by the licensee and/or NRC.
NRC, Region I, (Philadelphia) received notification of this occurrence by telephone call from licensee at 2:30 p.m. on September 22, 1977.
