TheproposedchangewouldreviseTechnicalSpecification(TS)3.4.14,RCSPressureIsolationValve(PIV)Leakageand SurveillanceRequirement(SR)3.4.14.1toonlyrequiretestingatthefrequenciesspecifiedintheInserviceTesting PrograminaccordancewiththeAmericanSocietyofMechanicalEngineers(ASME)CodeforOperationandMaintenance (OM)ofNuclearPowerPlants.ThiswouldeffectivelyremovePIVtestingat18month,ninemonth,andeventbased frequenciestoconformwiththeASMEOM2yeartestingonapplicableVogtlePIVs.Additionally,SNCproposedan alternativetotherequirementsofASMEOMCodeSectionISTC3522,CategoryCCheckValves,andSubsectionISTC 3630(a)underSectionISTC3630,LeakageRateforOtherThanContainmentIsolationValves,forapplicableVogtle PIVstoallowtestingtobeconductedataperformancebasedfrequency,asspecifiedinNuclearEngineeringInstitute 9401,Revision3A.
ThepurposeofthisemailistoprovidetheresultsoftheU.S.NuclearRegulatoryCommission(NRC)staffsacceptance reviewofthisamendmentandreliefrequest.Theacceptancereviewwasperformedtodetermineifthereissufficient technicalinformationinscopeanddepthtoallowtheNRCstafftocompleteitsdetailedtechnicalreview.The acceptancereviewisalsointendedtoidentifywhethertheapplicationhasanyreadilyapparentinformation insufficienciesinitscharacterizationoftheregulatoryrequirementsorthelicensingbasisoftheplant.
ConsistentwithSection50.90ofTitle10oftheCodeofFederalRegulations(10CFR),anapplicationforanamendment toalicense(includingthetechnicalspecifications)mustfullydescribethechangesrequested,andfollowingasfaras applicable,theformprescribedfororiginalapplications.Section50.34of10CFRaddressesthecontentoftechnical informationrequired.Thissectionstipulatesthatthesubmittaladdressthedesignandoperatingcharacteristics,unusual ornoveldesignfeatures,andprincipalsafetyconsiderations.
Additionally,pursuanttoSections50.55a(z)(1)and50.55a(z)(2)ofTitle10oftheCodeofFederalRegulations(10CFR),
theapplicantshalldemonstratethattheproposedalternativeswouldprovideanacceptablelevelofqualityandsafety, orthatcompliancewiththespecifiedrequirementsofSection50.55awouldresultinhardshiporunusualdifficulty withoutacompensatingincreaseinthelevelofqualityorsafety.
TheNRCstaffhasreviewedyourapplicationandconcludedthatitdoesprovidetechnicalinformationinsufficientdetail toenabletheNRCstafftocompleteitsdetailedtechnicalreviewandmakeanindependentassessmentregardingthe acceptabilityoftheproposedamendmentandreliefrequestsintermsofregulatoryrequirementsandtheprotectionof publichealthandsafetyandtheenvironment.Giventhelesserscopeanddepthoftheacceptancereviewascompared tothedetailedtechnicalreview,theremaybeinstancesinwhichissuesthatimpacttheNRCstaffsabilitytocomplete thedetailedtechnicalreviewareidentifieddespitecompletionofanadequateacceptancereview.Ifadditional informationisneeded,youwillbeadvisedbyseparatecorrespondence.
2 Basedontheinformationprovidedinyoursubmittal,theNRCstaffhasestimatedthatthislicensingrequestwilltake approximately220hourstocompletethelicenseamendmentrequest,andanadditional230hourstocompletethe reliefrequest.TheNRCstaffexpectstocompletethisreviewbyApril30,2024.Ifthereareemergentcomplexitiesor challengesinourreviewthatwouldcausechangestotheinitialforecastedcompletiondateorsignificantchangesinthe forecastedhours,thereasonsforthechanges,alongwiththenewestimates,willbecommunicatedduringtheroutine interactionswiththeassignedprojectmanager.
TheseestimatesarebasedontheNRCstaffsinitialreviewoftheapplicationandtheycouldchange,duetoseveral factorsincludingrequestsforadditionalinformation,unanticipatedadditionofscopetothereview,andreviewbyNRC advisorycommitteesorhearingrelatedactivities.AdditionaldelaymayoccurifthesubmittalisprovidedtotheNRCin advanceorinparallelwithindustryprograminitiativesorpilotapplications.
