By letter dated November 7, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22312A550) Virginia Electric and Power Company (Dominion) submitted to the U.S. Nuclear Regulatory Commission (NRC), a proposed amendment to the license for Surry Power Station (SPS), Units 1 and 2 and North Anna Power Station, Units 1 and 2 regarding a revision to the emergency plans. By letter dated March 30, 2023 (ADAMS Accession No. ML23089A354), Dominion provided supplemental information in response to an NRC staff request.

The NRC staff has reviewed the information submitted and needs additional information to complete its review and approval of the licensees submittal. These requests for additional (RAIs) are attached to this email and are released formally with a 30-day response period (October 16, 2023) requested.

LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY PLANS

DOMINION GENERATION

NORTH ANNA POWER STATION, UNITS 1 AND 2

SURRY POWER STATION, UNITS 1 AND 2

By application dated November 7, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22312A550), Virginia Electric and Power Company (Dominion) submitted a license amendment request (LAR) for Commission review and approval of the North Anna Power Station, Units 1 and 2 (NAPS), and the Surry Power Station, Units 1 and 2 (SPS), Emergency Plans. The licensees LAR proposes changes to the NAPS and SPS Emergency Plans pursuant to Section 50.54(q) of Title 10 of the Code of Federal Regulations (10 CFR).

By letter dated March 30, 2023 (Adams Accession No. ML23089A354), Dominion provided a response to an NRC staff RAI. The following RAIs are informed by Dominions response to the first round of RAIs and a subsequent audit (ADAMS Accession No. ML23198A032).

RAI-1

The Dominion response to round 1 RAI-1 indicates the proposed changes would not have 2 SROs available to perform the EP command-and-control function as indicated on Table 5-1 of the North Anna and Surry emergency plans.

Because the response to RAI-1 indicates that Dominion may not have any SROs available to perform the command-and-control function, RAI-1 is clarified as follows:

Second Round RAI-1: Provide clarification indicating how the Shift Manager will be relieved of either the Shift Manager or Emergency Director function within 60 minutes of an alert or higher emergency classification.

RAI-2

The Dominion response to round 1 RAI-2 indicates that one of the three on-shift radiation protection (RP) technicians would be dedicated to dose assessment following an alert or higher classification. The Dominion audit provided additional perspective on Dominion RP capabilities that were not specifically provided in the Dominion response to RAI-3(b). Because some Dominion RP capabilities were not apparent in previous information provided by Dominion, provide the following:

Second Round RAI-2(a): Provide a description of Dominion remote radiation monitoring RP oversight capabilities that includes the following elements:

RAI-3

Round 1 RAI-6 was written to obtain justification for the extension in timing for maintenance personnel. round 1 RAI-6 was seeking information that could be used to justify the proposed extension in maintenance resource augmentation times. Although Dominion provided additional detail related to FLEX, this detail was limited to high level comments. Because of the Dominion response to round 1 RAI-6 and a subsequent walkdown of Surry FLEX equipment, the following second round RAI-3 is as follows:

Second Round RAI-3: Provide clarification indicating that a mechanic and electrician will provide maintenance support within 60 minutes of an alert or higher emergency classification or revise accordingly.
