Reactor Oversight Process

  • Action Matrix Deviation

- Under certain circumstances, the NRCs Executive Director for Operations may approve a deviation from the reactor oversight process to provide a level of regulatory action different than that required by the Action Matrix.

- Currently, there are three active authorized deviations from the Reactor Oversight Process; Davis Besse, Peach Bottom and Indian Point.

NRC Inspection Activities at Indian Point Units 2 & 3

  • 9200/7630 hours of inspection and related activities
  • 4 resident inspectors on-site
  • 16/14 regional inspections
  • Example team inspections conducted:

- Physical Security Inspection

- Triennial Fire Protection

- Component Design Bases Inspection

- Operator Licensing Exams

Indian Point Unit 2 & 3 PIs / Findings Unit 2:

  • All Performance Indicators were Green for calendar year 2007
  • 20 Green inspection findings Unit 3:
  • One White Performance Indicator (PI) in the Initiating Events cornerstone during the 2nd quarter of 2007

- Unplanned Scrams per 7000 Critical Hours PI

  • All other PIs were Green
  • 16 Green inspection findings 16

Indian Point Unit 2 & 3 Substantive Cross-Cutting Issues Unit 2:

  • NRC continued a substantive cross-cutting issue concerning human performance
  • NRC identified a substantive cross-cutting issue concerning problem identification and resolution Unit 3:
  • NRC identified a substantive cross-cutting issue concerning human performance 17

Safety Culture Assessment

  • Third consecutive assessment letter identifying a substantive cross-cutting issue associated with procedural adequacy
  • NRC requested Entergy conduct an assessment of safety culture at Indian Point
  • The assessment is being conducted by individuals independent from corporate and the site organization
  • The NRC will inspect the outcome of Entergys assessment 18

ROP Deviation Memo

  • Groundwater (Public Meeting held May 18, 2008)
  • Alert and Notification System Sirens
  • NRC will continue enhanced oversight until Entergy has completed all actions described in the Deviation Memo 19

NRC Annual Assessment Summary

  • Entergy continues to operate both units safely
  • NRC inspection and oversight will closely monitor Entergys progress in addressing:
