INTERVIEW VITH SCOT'I SITNER Per your request, Fred Christianson and myself interviewed Mr. Scott Sitner on tby 17, 1984 Sitner was a Quality Supervisor working f or the Ebasco Fcrce Account at L'aterf ord f rot June through October 1983.

Mr. Sitner stated he was laid of f due to his actions on reporting a case of sexual harassment to the Project tunager T. Catrona. He stated that six women came to him with sexual harasscent charges against the Ebasco Corporate QA Manager (R. Dedahc) and the site QA Manager (C. Diaz).

Mr. Sitner stated he reported the charges to the Project Manager and the Personnel Manager and within one week he was laid off. Although nine shoppers and two directs beside himself were laid of f, he felt it was due to his charges of sexual harassment on behalf of the ladies.

I also note that during the interview period, he also stated he was laid off as part of a RIF, and also stated later he was fired for not coming to work and for taking two days sick leave. There was an inconsistency that I wasn't able to pin down during the interview. Other concerns or allega-tions relayed to me during the course of the interview are as follows:

1.

Training was not documented.

Shoppers working in the Ebasco Document Review Group had no training records for the year they had worked prior to Mr. Sitner's arrival.

2.

Quality documentation such as final review packages and over-review packages were stored for up to three months in cardboard boxes. This occurred during June to October 1983 in the Ebasco Force Account group. No specifics given.

3.

There was a site rumor that the large chemical corporations were tryinE to buy off the NRC.

No details, just a blanket rumor.

4.

Mr. Sitner called the NRC SRI Mr. Constable in October.

Within one day, this fact was all over the site.

Mr. Sitner stated Elmer Dover could verify the fact.

5.

Mr. Sitner stated that the Ebasco Force Account Quality management was inept and unknowinF of Quality.

Mr. Sitner stated that with the nine resolutioners in the group after he left, there was no way they could have finished the amount of nonconformance resolutions by February 1984 without something being sacrificed.

No specific packages or nonconformances were supplied by Mr. Sitner.

The Penetrations in the Spreading Room have no separation criteria.

Cables were together in penetration and outside the penetrations. He could not be more descriptive but said he could point out examples if he was at Waterford. After questioning Mr. Sitner, it was evident he knew nothing of what separation or segregation meant -- or what the criteria were.

His only statement was that he felt it was alright for the cables in the penetration to touch, but not outside.

Mr. Sitner stated that the deepest rooms in a safety related building were sinking. He said no cracks were evident, but zi -zagged.

na=c of the building or location of the rooms. He stated the a Mr. Don Wooten, an Ebasco employee at Clinton, was an inspector at Waterford, and he should know the location.

Mr. Sitner repeatedly drifted in and out of the aforementioned subjects.

He continually had to be brought back to the subjects and never could supply any facts or details. He would always end up with statements that we, the NRC, should talk to other people who work at Clinton that were previous Waterford employees.

Mr. Sitner stated he didn't trust government employees, including those of the NRC.

10:15 a.m Date Wednesday, April 11, 1984 GOVERNMENT ACCOUNTABILITY PROJECT ANNOUNCES INVESTIGATION The Government Accountability Project (GAP) today announced a preliminary investigation into worker allegations of a Quality Assurance breakdown at the Waterford 3 Nuclear Power Plant.

j At a press conference in New Orleans, GAP called for the work f orce to contact its investigators about potential saf ety problems et the 97% complete reactor. ' GAP's announcement f ollows a 6 month revi ew by the GAP legal investigative staff of inadequate oversight by the regional office of the Nuclear Regulatory Commi ssi on (NRC) and recent worker disclosure about significant probl ems---incl udi ng al tered and mi ssing document eti on, a cract:ed foundation, and questionable hardware.

GAP's citizens clinic director, Ms. Billie Garde, described GAP's objective for the Waterf ord investi gati on:

"Waterford 3 appears to be yet another product of regulatory bungling and utility mi smanagement.

For mon th s, GAP has received bits and pieces of i nf ormation about documentati on, construction, and f oundation problems at the plant.

When recent disclosures were made about the regional office's failures, we recognized that the warnings of a hand-ful of workers had to be taken seriously.

Our investigation must center around information provided by conscientious members of the workforce and an audit of the region's inef f ecti veness. "

Sighting new NRC inspection and investigation initiatives, Ms.

Garde explained that workers could approach GAP, in confidence +

and that their inf ormation would only be provided to NRC personinel I

"who have a' track record of honesty, and a commitment to protecting workers who provide inf ormation. "

Gary Groesch, executive director of Citizens for Safe Energy (CSE), questioned the reliability of NRC region IV in any investigation since "they are part of the problem.

GAP has a reputation for integrity and we welcome their assistance in this

Dr. Stuart Phillips, energy chairman of the Louisiana Sierra Club, believes it "is vitally important to get the complete truth.
