George H. Messenger, Deputy Director 01A Keith G. Logan, AD/I, DIA FROM:
Henry'S. Blumenthal, investigator Office of Inspector and Auditor
SUBJECT:
ATTEMPTED TELEPHONE CONVERSATION WITH RILLIE GARDE CONCERNING WATERFORD 3 ALLEGATIONS On March 5,1985, at approximately 10:00 p.m., I attempted to telephonically contact Ms. Billie Garde of the Government Accountability Pro,iect (GAP) concerning Waterford 3 allegations made by GAP. My purpose in calling Garde was to expedite our understanding of any specifics GAP may have concerning their generalized allegations by arranging an interview with Garde.
Direction had been given on March 5, 1985, by the Assistant Director for Investigations (AD/I) to attempt to arrange for an interview with Garde without use of a court reporter. The AD/I had discussed with the Director, 01A, this course of action.
I was informed by an individual at GAP that Ms. Garde was on travel until March 8, 1985.
I left a message for Ms. Garde 'to call me upon her return to Washington, D.C.
