SUBJECT:
ATTEMPTED TELEPHONE CONVERSATION WITH BILLIE GARDE CONCERNING WATERFORD 3 ALLEGATIONS On March 8, 1985, at approximately 1:00 p.m., I attempted to telephonically contact Ms. Billie Garde of the Government Accountability Project (GAP) concerning.Waterford 3 allegations made by GAP. My purpose in calling Garde was to expedite our understanding of any specifics GAP may have concernino their generalized allegations by arranging an interview with Garde.
Direction was given on March 5, 1985, by the Assistant Director for Investigations (AD/I) to continue attempting to arrange for an int;rview with Garde without use of a court reporter.
The AD/I has discussed with the Director, OIA, this-course of action.
I was informed by an individual at GAP that Ms. Garde was on travel.
I left a message for Ms. Garde to call me upon her return to Washinaton, D.C.
