GAP ALLEGATIONS CONCERNING WATERFORD III-1 On March 4,1985, at the office of Trial Lawyers for Public Justice, 2000 P' Street, Washington, D. C., I discussed with Ms. Billie Garde, Citizens Clinic, Government Accountability Project (GAP), arrangements to formally interview her and Ms. Lyn Bernabei, also of GAP. The purpose of the proposed interview was to obtain specific.information in support of 13 general allegations of NRC misconduct at Waterford III which were contained in a statement issued by Ms. Garde on April 11, 1984 Ms. Garde informed me that at this time neither she nor fis. Bernahei would agree to an CIA interview concerning Waterford III. Garde and Bernahei had discussed with their sources the release of their identities to 0IA and the sources refused. When asked, Ms. Garde also declined to provide OIA with any factual information in support of the 13 general allegations because such information would be specific enough to identify its source. Ms. Garde

' explained that the sources, who are licensee and NRC employees, were fearful that their careers and jobs would be jeopardized if they came forward with detailed allegations. Ms. Garde opined that when the Waterford III became less of an emotional issue, the GAP sources might be more inclined to discuss their information with OTA.
