ALLEGATIONS OF INEFFECTIVE NRC INSPECTION - W # c~4 T 4 E) 3 On March 12, 1984, William J. Dircks, Executive Director for Operations, established a task oriented program for completion of outstanding regulatory j actions at Waterford 3, Louisiana Power & Light. During the subsequent review { of allegations at that facility, certain comments and newspaper articles j suggested that the NRC inspection effort may be inadequate. j 1 I Enclosed for your information is the following: Allegation No.* Characterization of Allegation
- 1. 4-83-A-88 An anonymous individual (identify still unknown)
(A-46,A-47) submitted a hand-written letter (Attachment A) to NRC, dated November 19, 1983, stating the following:
"(1) As shown on the enclosed Time article, you people had troutle finding anything wrong at Zimmer?"
Enclosed with the letter were two pages of a Time magazine article by Robert T. Grieves dated October 31, 1983 (pages 96 and Presumably 97 unnumbered).
- 2. 4-84-A-06 Gambit article dated January 14, 1984, which alleges (A-118,119) no confidence in NRC to inspect / investigate problems at j Waterford, and that Congress should investigate whether there has been serious wrong-doing by LP&L and NRC.
(See Attachment B).
- 3. 4-84-A-12 An individual alleger, during an interview with an 4-84-A-25 01 investigator and our Resident inspector in February 4-84-A-51 1984, stated that NRC has not been effective, See results of this interview conducted by Wendell Frost in 01 files (4-84-010).
In addition, on May 2, 1984, this same individual was i interviewed by NRC Waterford 3 Task Force members. At j that time, he stated that: h r j i

The NRC (Region IV) was bought and paid for by LP&L. j This is partially responsible for the poor state of I l construction and lack of quality at Waterford 3. (A-344) c. The Construction Appraisal Team (CAT) was " set up" by being given packages that were " groomed." This was the reason for so few findings. (A-345) d. The CAT ignored findings that were not in their area of inspection. The May 2, 1984, comrents are documented in a conversation record (Attachment C) dated May 5, 1984, for Allegation No. 4-84-A-51 involving Individual "F" The technical allegations identified by Individual "F" were resolved in SSER No. 7, but the Task Force did not interview the alleger to discuss their findings.
- 4. 4-83-A-65 The NRC was provided with information from Individual "H" (A-5 thru A-11)who stated that the NRC had caused his name to be revealed to Ebasco as a result of his coming forward with issues.
The alleger was interviewed by members of the Task Force. The results of that interview are documented in a memo dated May 22, 1934 (Attachment D).
- 5. None Press Release dated April 11, 1984 (Attachment E) from the Citizens for Safe Energy (CSE). The allegations in the :
I Billie Garde statement are very general in nature and were not specifically investigated by the Waterford Task Force j although most, if not all, of the technical issues in her general allegation were addressed in SSER No. 7. Gambit is a weekly newspaper published in New Orleans, Louisiana. During the past year, Gambit has raised a series of issues regarding poor construction at Waterford 3. The NRC Task Force at Waterford is reviewing the technical aspects of these and other allegations and 01 is reviewing allegations of wrong-doing by the licensee. 1 1 _ _j
