1 Enclosed you will find a letter which I propose to send to J. H. Goldberg, of HL&P, regarding our review of the program which HL&P is implementing in reviewing the litigation record. The comments in that letter reflect the input, if any, of members of your staffs.

In that regard, the following staff members were involved:

IE - Bob Heishman NRR - Prasad Kadambi ELD - Ed Reis Since this review by HL&P is not a required activity, I have taken the posture of providing our perspective that the program should be adequate to do the intended job, rather than approving the program.

Please contact me by October 28, 1985, if you believe this letter should be amended. If I do not hear from anyone by then, I will mail the letter on October 29.
