Dear Commissioners:

.I attended the NRC hearing in San Luis Obispo County, California on-June 15, 1987. Due to the overflow crowd and the i limited time allotted to speak, I would like to offer the following written comments.

1 As a former public official, I was appalled that you did-act l respect the residents of this County enough to attend this meeting and listen first hand to their concerns regarding PG&E's proposal for high density spent fuel storage. I understand that this is standard procedure, however, I still regard it as inappropriate, given the nature of the proposals you are acting upon. Further, I am shocked that you viewed this proposal as having no significant impact on the environment and therefore supported a negative declaration,.thus requiring no public hearings. Instead, you intended to hold hearings after the license was granted! I consider that you have further eroded the public's confidence not only in your commission, but also in the governmental process as a whole. Knowing the level of public involvement and concern not only in San Luis Obispo County, but also in other areas of the country, it would seem appropriate that you should go out of your way to support an open public forum on this issue and listen thoughtfully to what the public has to say, due to the controversial nature of the issue.

I am personally very opposed to the high density racking proposal under discussion. Before any decision is made to  !

implement this, the Brookhaven Report and its conclusions should be openly analyzed and debated. There are too many safety issues-involved, such as the temperature, the number of rods, the

! instability of the existing racks, the structural unsoundness of l the facility under seismic stress, and the lack of containment for radiation should there be a full or partial loss of water.  !

The possibility of a serious radiation. incident happening at this site are compounded by the geologic setting, faulty welds and construction practices testified to by. plant workers, and the sheer concentration of rods which are to be housed in an area B709110109 870622 PDR ADOCK 05000275 T PDR I

NRC Commissioners June 22, 1987 Page 2 substantially smaller than they were designed for. The unique situation of the setting and design of this proposal lead one to question the number of unknown risks involved. This proposal is an outrage to the safety and intelligence of the residents of the Central Coast. It's not enough that we have a nuclear plant riddled with design errors and shoddy construction, but now we must live with all of the highly radioactive and volatile waste products, which could cause a disaster many times greater than a plant meltdown!

As a regulatory agency, please regulate the industry and protect the public and oppose this storage proposal.
