Atomic Safety and Licensing Board U.S. Nuclear Regulatory Commission Washington, D.C. 20555 Jear Judge Cotter:

I wish to express my support for the re-racking of spent fuel pools at the Diablo Canyon Nuclear Power Plant in Avila Beach, California.

Re-racking will allow safe and cost-effective on-site storage of spent fuel until a federal repository is available. The proposed racks are designed for proper cooling and to prevent the occurrence of a " critical" incident. They are also designed to withstand earthquakes.

The replacement racks will give the spent fuel pools adequate storage capacity for approximately 19 years, without enlarging the pools. Overall, radiation levels will increase only slightly.

As a central California. resident and Pacific Gas and Electric ratepayer, I urge you to rule favorably on the issue of re-racking to ensure that Diablo Canyon can continue to provide us with safe, cost-effective and reliable power.

Sincerely, ykf[
