Dear Judge Cotter:

This letter is to express my support for Pacific Gas and Electric Company's reracking proposal or the spent fuel pools at Diablo Canyon Nuclear Power j Plant in Avila Beach, California.

Until the U.S. Department of Energy provides a permanent repository for i spent fuels, PGandE has no choice but to store the fuel on site.  !

The proposed reracking is routine and consistent with similar activities by numerous other utilities and Diablo Canyon has an exceptional safety Li performance record.

- Reracking will allow for safe, cost effective on-site storage of spent fuel j as the racks are designed for proper cooling and to withstand the required level  !

of seismic activity.  !

There does not appear to be a viable alternative to the present proposal.

I sincerely hope your decision will not be influenced by the emotional, non-factual public input that I witnessed on the afternoon of June 15,1987 ,

in Avila Beach.  !
