Gentlemen:

As a resident of the vicinity of Diablo Canyon, I hereby submit my protest to the plan presently under consideration to l l

permit an increase in the storage of nuclear material at 1

j Pacific Gas & Electric Ccmpany's nuclear plant in this area.

Populations of the numerous cities and towns in close l

proximity to Diablo Canyon have increased dramatically within the past few years, and the recent catastroph- at Chernobyl in Russia has demonstrated that a few miles afford no protection so far as exposure to radioactivity is concerned.

An additional factor is that the thousands of citizens living in Baywood Park, Los Osos, and Cuesta-by-the-Sea would find l themselves in the position of trying to evacuate, in the event of release of radioactivity at Diablo Canyon, over one of two narrow county roads (South Bay Boulevard to the north and Los Osos Valley Road to the east). There are no side roads which could be used to by-pass a traffic stoppage resulting from accident or other cause. South Bay Boulevard is closed at times each winter, for periods up to several days, following heavy rains. At such times only one road would be available for escape. This condition is apparent from the attached map.

l A danger beyond reason to the populace of the numerous communities near Diablo Canyon would be created by the storage of additional nuclear waste materials at the site of Pacific Gas

s DIABLO CANYON BOARD (page 2) release of radioactivity. The possibility that the location of the plant is carchquake-prone is a further hazard.

It is hoped that the concern of the citizens of San Luis Obispo Coun':y f ar their physical safety will be taken .into consideration, to tiie end that the scope of activities of the Pacific Gas 6 Electric plant at Diablo Canyon will not be increased in any manner.
