General Concents. Region IV questioned the emphasis upon cuality assurance running through all the draft communications. They affirmed their understanding that the entire inspection program--all NRC reviews and inspections at Comanche Peak--will be considered in determining whether it was sufficient to compensate

for any identified weakness in Region IV's Q/A inspection procrams. However, they questioned whether the IE program definition benchmark, to be used by the i
CPRRG for comparison, should cover just quality assurance or the entire construc-tion inspection program (IE Manual Chapters. 2511 and 2512). This should be i
clarified and confirmed to assure that IE prepares the correct benchmark program definition for reference and comparison by the Review Group.

TELEPHONE CONFERENCE DECEMBER 30,1986 The C anche Peak Peport Review Group (CPRRG) held a telephone conference at approximately 3:30 PM on December 30, 1986.
Participants included John Davis (NMSS), Guy Arlotto (RES), Jack Heltemes (AE00), Carl Papariello (RIII), Rnbe Erickson (NMSS), Robert Martin (RIV), Vincent Noonan (NRR), and Lee Spes HIGHLIGHTS Preliminary Work Proceeding while Awaiting Further Commission Guidance Although the Comission has not yet formally approved actions proposed in the ED0's memorandum of December 17, 1986, preliminary work must proceed if the CPRRG review is to be completed and a report given to the EDO by the end of January 1987.
Assessing NRC's Quality Assurance Work at Commanche Peak Mr. Davis outlined a three. pronged approach to ascertain:
(1) what constitutes the current NRC quality assurance inspection program for a reactor under con-struction, (2) what has been accomplished by all the various NRC activities at Commanche Peak, and (3) what gaps, if any, remain to be addressed by the NRC.
The CPRRG will look to IE for information defining the current program and to IE, Region IV and the Copanche Peak Project Office for information about NRC activitiesatCopanchePeak.

Safety Significance of Issues Raised in 0IA Report The CPPRG must also review and assess the safety significance of issues raised in the OIA Report 86-10.
To assist in this, Region IV has assigned two key staff persons to provide detailed analyses of these issues from independent perspectives. They will attempt to complete these by January 16, 1987. The NRR C[anche Peak Project Office also agreed to identify and describe any' TRT (Technical Review Team) coverage of these issues.
