CPRRG MEETING, JANUARY 7, 1987 The Ccmanche Peak Report Review Group (CPRRG) met in Room 970, Willste Building, at 11:00 AM on January 7, 1987.
Present were John Davis, NMSS; Guy Arlotto, RES; Jack Heltemes, AEOD; Jack Goldberg, OGC; and Robert Erickson, NMSS. Carl Paperiello, RIII, participated via telephone.
HIGHLIGHTS Current Status of Effort Althouch formal Commission approval has not yet been received in writing, preliminary planning and information gathering are proceeding.
Information re'.eived from the NRR Comanche Peak Project Office was distributed to CPRRG members.
IE and RIV are also assembling information for the CPRRG.
j Inspection Program Benchmark The Group discussed RIV's suggestion that the CPRRG compare NRC's Comanche Peak inspection accomplishments to an all-inclusive construction inspection benchmark rather than limiting the comparison to QA-related matters. The l
Group endorsed this concept. The draft CPRRG memorandum to IE (RG-IE-01) will be revised to ask that they prepare an inspection program benchmark covering the
'ull construction inspection program (not just the QA parts).

DRAFT #1 RErickson/bc 01/07/87 Draft Statements of Work The Group discussed draft task statements for examination of the technical issues raised in OIA Report 86-10. These tasks cover both a technical review j
(for. safety significance) and a' review of the' process by which the issues were handled. CPRRG members were asked to. review and coment on the draft task statements.

- Subgroups to Analyze Information for the CPRRG The CPRRG endorsed the idea of forming three subgroups to carry out spectfic i
tasks which would be defined by the CPRRG.
The first subgroup would compare NRC's Comanche Peak inspection activity to the IE-defined program benc' mark.
i The second subgroup would perform the technical (safety significance) review of issues raised in 01A Report 86-10.
The third suboroup would review the process by which the issues were handled.
The CPRRG would draft statements of work and schedules for the subgroup tasks.
Several NRC staff members were named as possible candidates to head the respective subgroups. CPRRG Chairman John Davis intends to discuss this approach and the candidates with the E00.
RIV Comments on Draft CPRRG Memos The Group approved all RIV proposed revisions to its draft memos (RG-RIV-01 and02).
Procedural Matters It was agreed that the CPRRG final product should take the form of conclusions supported by rationale and explanation of each.
It was suggested that the two l
RIV-staff persons, who were writing up independent analyses of the issues raised in OI A Peport 86-10, be given an opportunity to coment on the CPRRG's

conclusions. The Group agreed that it would rely upon documented records.
If it becomes necessary to seek additional information through interviews, they l
should be recorded and transcribed for the record.
