CPRRG MEETING, JANUARY 7, 1987 The Comanche Peak Report Review Group (CPRRG) met in Room 970, Willste Building, at 11:00 AM on January 7, 1987.
Present were John Davis, t! MSS; Guy Arlotto, RES; Jack Heltemes, AE0D; Jack Goldberg, 0GC; and Robert Erickson, NMSS. Carl Paperiello, RIII, participated via telephone.
HIGHLIGHTS Current Status of Effort Although formal Commission approval has not yet been received in writing, preliminary planning and information gathering are proceeding.
Information received from the NRR Comanche Peak Project Office was distributed to CPRRG members.
IE and RIV are also assembling information for the CPRRG.
Inspection Program Benchmark The Group discussed RIV's suggestion that the CPRRC compare NRC's Comanche Peak inspection accomplishments to an all-inclusive construction inspection benchmark rather than limiting the comparison to QA-related matters. The Group endorsed this concept. The draft CPRRG memorandum to IE (RG-IE-01) will be revised to ask that they prepare an inspection program benchmark covering the full construction inspection program (not just the QA parts).

These tasks cover both a technical review (for safety significance) and a review o~f the process by which the issues were handled. CPRRG members were asked to review and comment on the draft task statements.

Subgroups to Analyze Information for the CPRRG kg M
t.Tu cPng a4 The CPRRG endorsed the idea of forming three subgroups to carry out pecific tasks which would be defined by the CPRRG. The first subgroup would compare NRC's Comanche Peak inspection activity to the IE-defined program benchmark.

Paul Check comented on the last paragraph of our draft meetinq notes, which mentioned that two R-IV staff persons were writing up independent analyses of the issues raised in 01A Report 86-10. Mr. Check noted that three separate

analyses were being prepared--one by Mr. Phillips, one by Mr. Norman and one representing the views of R-IV (being prepared principally by Mr. Westerman).
