NOTICE OF VIOLATION The Detroit Edison Company Docket No. 50-341 As e result of the inspection conducted on September 8 through October 23, 1987, I and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violations were identified:

1. Fermi Unit 2 Technical Specification sections 4.3.2.2, and 4.3.5.2 requires that the isolation logic for RCIC and HPCI be functionally tested and that the actuation logic for RCIC be functionally tested.

Technical Specification definition 1.19 states that the Logic System Functional Test may be performed by any series of sequential, overlapping or total system steps such that the entire logic system is tested.

Contrary to the above, prior to October 23, 1987, the licensee did not functionally test all portions of the RCIC and HPCI systems in that the testing performed did not provide the level of overlap such that the entire system was tested.

This is a Severity Level IV violation (Supplement I).

2. Fermi Unit 2 Technical Specification section 4.3.3.3 requires that the actuation logic for HPCI be response time tested.

Technical Specification definition 1.11 states that the response time may be measured by ary r:eries of sequential, overlapping or total steps such that the entire response time is measured.

Contrary to the above, prior to October 23, 1987, the licensee did not response time test all portions of the HPCI system, in that, the testing performed did not provide the level of overlap such that the entire system response time was measured.  !

This is a Severity Level IV violation (Supplement I).

3. Fermi Unit 2 Technical Specification 4.3.7.4.2 requires that each of the remote shutdown control switches and control circuits be demonstrated operable by verifying its capability to perform its intended function.

Contrary to the above, prior to October 23, 1987, the RCIC remote shutdown initiation switch, and RCIC valves E51-F045 and F059 switches were not verified OPERABLE.

This is a Severity Level IV violation (Supplement I).
