NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 As a result of the inspection conducted on February 2-5, 1988, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1987), the following violation was identified:

1. 10 CFR 50, Appendix B, Criterion III, requires that the design bases are correctly translated into design documents.

Contrary to the above, the design bases were not correctly translated into design documents in that;

a. In calculation DC No. 841, Volume I, Revision F, October 28, 1986, "Seismic Analysis of Block Walls in Reactor /Auxilary Building.",

the fillet weld size for column to base plate attachment (12 column connections) was incorrectly specified as 3/16 inch for which it did not meet the minimum size requirements set forth by the American Institute of Steel Construction (ASIC). Furthermore, no calculations were found to ensure the adequacy of the design.

b. On drawings 6C721-2609, Revision K; 6C721-2610, Revision H; 6C721-2608, Revision H, "Design Reinforcement for Exist Block Walls Reactor and Auxilary Building", fillet welds were specified in approximately 13 locations where the weid size was not shown.

This is Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
