Gentlemen:
This refers to'the special' safety inspection conducted by Mr. D. S. Butler of
this office on September 8, through October 23, 1987, . of activities at the
Enrico Fermi Nuclear. Power. Plant, Unit 2. authorized by NRC Operating License

No. NPF-43 and to the' discussion of our findings with Mr. D. R. Gipson at
.the conclusic, of the inspection.
This special; inspection was conducted to
evaluate the' surveillance program for channel calibrations, logic system
functional tests, reactor protection system response times, and emergency
core cooling system response times.
The enclosed copy of our inspection report identifies areas-examined during

Within.these areas, the inspection consisted of a selective

exami. nation of procedures and representative records, observations, and

interview!. with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice.
A written response
is required.
In your response'to violation 341/87044-07, please address the
issue of multiple surveillance interface between operations and other onsite
organizations.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of-
this letter, the enclosures, and your response to this letter will be placed
in the'NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
