NOTICE OF VIOLATION Detroit Edison Company Docket No.-50-341 Fermi 2 License No. NPF-43 ET. 92-1~15 During NRC Office of Investigation Report Number-3-91-010 a violation of NRC requirements was identified.
In accordance with the " Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is set forth below:
10 CFR 55.49 requires that applicants, licensees, and facility licensees shall not engage in any activity that compromises the integrity of an application, test, or examination required by 10 CFR Part 55.
Contrary to the above, on-July 24, 1991, an employee of the facility licensee engaged in an action that compromised the integrity of a licensed operator requalification examination, an examination required by 10 CFR 55.59(a).
Specifically,. a licensed operator requalification lead instructor provided information on July 24, 1991, to a contract training instructor concerning a specific scenario to be tested during an August 5, 1991, licensed operator requalification examination and as of July 24, 1991, the contract training instructor was not authorized to receive such information.
This is a Severity Level IV violation (Supplement I).
