i N011CEE_lLQMIl0fJ Detroit Edison Company Docket No. 50-341 Termi 2 License No. NPF-43 As a result of the inspection conducted on July 1 - August 24, 1992,.and in accordance with the " General Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1991) the following violation was identified:-
10 CFR 50, Appendix tl, Criterion V, requires that activities affecting quality be prescribed by-documented instructions, procedures and drawings, and those
-activities be accomplished in-accordance with those instructions, procedures, and drawings, t.

and limited to.only personnel designated by the responsible organization, 1 Contrary to the above, on August 10-12, 1992, access to the welding
-materials-storbge area was not properly controlled in that although formal. access authorization was only granted to a limited number of individuals, the door locking mechanism was removed and the storage area left unattended.

System Operating Procedure (50P) 23.412, " Turbine Building Heating, Ventilation, and Air Conditioning", specified in step 3.1, a limitation to " Maintain proper Turbine Building pressure (with respect to the outside atmospheric pressure) at a negative 1/4 inch of water."
Contrary to tho'above, on August 12,_1992, turbine building pressure was allowed to equalize-with-the outside atmospheric pressure for several

Fermi Administrat'ive procedure NPP-HKl-02, " Scaffolding", in Enclosure B specifies in step 2 under " Plant Specific Scaffolding Guidelines" that
" scaffolds are not to be supported or hung from QAl plant components without engineering review and approval." Additionally step 5 of the enclosure specifies that scaffolds are "not to be erected close to QAl plant components."

The inspection showed that actions had'been taken to correct the identified violation and to prevent recurrence.
Consequently, no reply to this violation i s required, ed we have no further questions regarding this matter.
