NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 As a result of the inspection conducted on December 12-14, 1988, January 23-27, 1989 and March 2C-23,1989 and in accordar.ce with the " General Policy and Procedure for NRC Enforcement Action", 10 CFR Part 2, Appendix C (1988), the ,

following violation was identified:

10 CFR 50, Appendix B, Criterion V, states in part, "Activit1es affecting quality shall be prescribed by documented . . . procedures . . . and shall be accortplished in accordance with these . . . procedures . . . ."

Procedure FMD-CA1, " Evaluation and Corrective Action," revision 1, dated May 9, 19PF, Section 4.6.4 states that "DERs should not be considered complete until all related corrective actions have been completed."

Contrary to the above, during the later half of 1988 the licensee administrative 1y closed approximately 86 DERs and NCPs including DER 87-138 (on June 16,1988) without all corrective actions being completed. In the case of DER 87-138, work was still ongoing to identify and track as safety related, items that were required by Fermi FSAR Appendix E.

This is a Severity Level V violation (Supplement I). l The inspection showed that action had been taken to correct the identified viclation and to prevent recurrence. Therefore, no reply to this violation is required.
