I am responding to your letter of May 1,1984 to Mr. Halman requesting that the subject solicitation be amended to include specific responsibility l criteria.

As you are aware, the policies, standards, and precedures for detemining f I whether prospective contractors are responsible are prescribed in l l

' Subpart 9.1 of the Federal Acquisition Regulations. Generally, information 1 necessary to make the determination of responsibility is obtained after-receipt of offers. Therefore, inclusion of responsibility criteria in the solicitation is not required. Award, of course, may not be made unless the Contracting Officer makes an affirmative determination of responsibility.

l Award under the solicitation has since been made to Tayloe Associates, Ltd.
