Unsolicited Proposal for Stenographic Reporting Services This will acknowledge receipt of the subject unsolicited proposal dated
' November 6,1982 for the perforiaance of stenographic reporting services 1
pending the selection and award of a contract under Request for Proposal (RFP)RS-SECY-82-473. Your proposal states that Tayloe Associates wishes to compete for the Nuclear Regulatory Comission's (NRC) reporting business while NRC is evaluating the preposals received in response to RFP RS-SECY-42-473. In addition, you propose to perform stenographic reporting services required by NRC in the Washington Metropolitan area, but not outside of that area. You state that this limitation is necessary as Tayloe Associates is a small business and cannot assume the financial risks associated with the complete mobilization of its Washington organization as it is prepared to do if it is awarded a contract under RFP RS-SECY-82-473. The proposal also indicates that the work would be performed with resources freu both Tayloe Associates' temporary Washington offices (in Rockville) and Bossard Associates at 1625 I Street, N.W.,
Washington, DC.
j We have evaluated Tayloe's unsolicited proposal under the previsions of the Federal Procurement Regulations Subpart 1-4.9, and are returning it 1
herewith for the reasons stipulated below:
1.
The substance is available to the Government without restriction from other sources.
2.
The services offered are the subject of a pending competitive solicitation.
3.
The substance is otherwise not sufficiently unique to justify acceptance as an unsolicited proposal.
4.
Procurement is intended and competition is feasible.

.,b 2-Furthermore, Tayloe's proposal to provide reporting services only in the Washington Metropolitan area raises questions as to who will provide reporting services elsewhere in the United States, under what terms, and how they will be procured. The current competitive solicitation is designed to meet the Government's needs for reporting services throughout the United States by one contractor. The proposal submitted by Tayloe l
Associates fails to meet the Government's needs and cannot be accepted for this as well as the reasons enumerated above.
