Contract No. NRC-17-83-399 My letter of May 26, 1983 requested that each of your transcript invoices identify who recorded / transcribed the transcript, either subcontractor (by l name), or Tayloe, or subcontractor (by name)/Tayloe. As explained, this  !

information is necessary for proper monitoring of travel costs by the NRC.

Your response, dated June 8,1983 indicated that you would comply with my l request and stated "Since your letter cited no authority for your action,  !

I assume it was taken pursuant to the ' Changes' provision of the subject )

contract."

l To clear up any possible misunderstanding, the authority for requiring this additional informtior, on the invoices is not the Changes clause, but -

Article XI - Payment and Invoice Requirements, Paragraph 8(6), which pro-4 vides that the invoices must include "Other substantiating documentation or information as required by the Contracting Officer."
