NRC INSPECTION REPORT 70-925/99-01 l

Dear Mr. Larsen:

On July 9,1999, the NRC concluded the onsite portion of an inspection of the Cimarron site near Crescent, Oklahorpa. On August 17,1999, the NRC held a telephonic exit briefing with you and a member of your staff concerning the results of the inspection and NRC analysis of confirmatory soil samples obtained during the inspection. The enclosed report presents the scope and results of the inspection.

This inspection covered the remediation of Sub-Area O and verification that soil in Waste Ponds 1 and 2 met NRC acceptance criteria. Soil sampling activities conducted by your staff were observed. Twelve soil samples were collected from Sub-Area O for analysis by the NRC. ,

As part of the NRC's confirmatory sampling program for the Cimarron site, the results of these soil samples were compared with the results of the soi! samples collected at the same locations by Cimarron. The results of the 12 NRC soil samples were found to be consistent with the licensee sample results. These confirmatory sample results provided additional assurance that residual soil contamination in Waste Ponds 1 and 2 met the NRC Branch Technical Position Option 1 criteria and the averaging guidance agreed to under the Cimarron letter dated February 25,1997.

Additionally, this inspection included a review of management controls, final status survey data, radiation protection, instrument calibration records, environmental protection and quality assurance audit reports.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Docu:nent Room. Should you have any questions  ;
