NRC INSPECTION REPORT 70 925/96-02

Dear Mr. Larsen:

On November 7,1996, the NRC completed an inspection of the Cimarron site near Crescent, Oklahoma. The purpose of this specialinspection was to determine whether activities authorized by NRC Special Nuclear Material License SNM-928 were conducted safely and in accordance with NRC requirements. The enclosed report presents the results of that inspection.

. No violations or deviations of regulatory requirements were identified during this inspection. However, the inspector found that licensee attention to environmental action level exceedances could have identified the presence of technetium-99 in groundwater i

samples well before it was identified to the NRC in October 1996. While your procedures j which govern such followup and investigation of radiological occurrences are currently not binding, they will become NRC requirements when a pending amendment is approved.

l An inspection followup item is identified in Section 4 of the report to review your future followup of radiological occurrences according to procedural guidance.
