NRC INSPECTION REPORT 70-925/97-02 l I

Dear Mr. Larsen:

On May 27,1997, the NRC completed an inspection of the Cimarron site near Crescent, Oklahoma. The purpose of this special inspection was to determine whether activities authorized by NRC Special Nuclear Material License SNM-928 were conducted safely and in accordance with NRC requirements. The enclosed report presents the results of that inspection.

This inspection included a review of radioactive waste handling and transputation activities associated with your license, which allows disposal of waste at a low-level waste burial site.

This report includes the results of NRC confirmatory soil samples and exposure rate surveys ,

that were taken during the previous inspection on March 26,1997. During a telephone  ;

discussion on June 25,1997, to resolve Pit No. 3 exposure rate measurement discrepancies between the NRC and Cimarron, the site manager committed to using a pressurized ion chamber to support future exposure rate measurements. Additionally, the results of the 10 f/p soil samples confirmed that the placement of in-situ soil into Pit No. 3 met the NRC 1981 i Branch Technical Position's Option 2 criteria. These matters are detailed in Section 3.2 of this report.

An Unresolved item was identified concerning the documentation of waste handling and transportation training records required by U.S. Department of Transportation regulations that were not available during this inspection. No violations or deviations of regulatory requirements were identified during this inspection.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room (PDR).
