The purpose of this letter is to request approval to allow installation ofinachine-welded I
steam generator tube plugs at the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1, in accordance with the provisions of Paragraph IWB-4230," Tube or Tubesheet Hole Plugging by Fusion Welding," of Section XI," Rules for Inspection of j
Nuclear Power Plant Components," of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,1989 Edition.
The DDNPS is currently committed to the 1986 Edition of ASME Section XI, with no I
addenda. Paragraph IWB-4230 of the 1989 Edition of ASME Section XI, which was first incorporated into ASME Section XI as IWB-4430 in the August 1986 Addenda, provides for machine-welding of plugs to the tube or tubesheet.
Although the DBNPS is committed to an earlier version of the Code which does not include provisions for installation of machine-welded tube plugs, Code Case N-389,
" Alternative Rules for Repairs, Replacements, or Modifications,Section XI, Division 1," dated July 25,1983, applies in this situation. This Code Case states, in part:
... Editions and Addenda of Section XI, Division 1, subsequent to those specified in the Owner's Inservice Inspection Program may be used for repair, replacement, or l
modification, provided the Edition and Adenda have been accepted by the 3
enforcement and regulatory authorities having jurisdiction at the plant site.

" Codes and Standards," Paragraph (b)(2). Code Case N-389 was approved by the NRC in Revision 1I (October,1994) of Regulatory Guide 1.147," Inservice Inspection Code Case Acceptability, ASME Section XI Division 1," with the following provision:
The applicant should submit for approval the appropriate edition and addenda of the Code that is to be used for the repair, replacement, or modification before the start of the work.
Subject to NRC approval, the DBNPS intends to install machine-welded steam 0
generator plugs, as necessary, during the upcoming Eleventh Refueling Outage (11RFO), which is scheduled to commence on April 11,1998. The plugs are designed and fabricated to the requirements of ASME Section III," Rules for Construction of j
Nuclear Power Plant Components, Division 1," Subsection NB," Class 1 Components,"
1989 Edition, no addenda. The installation procedures are qualified in accordance with ASME Section XI,1989 Edition, Paragraph IWB-4230. In the event welded plugs are necessary for steam generator repairs during i IRFO, use of machine-welded plugs versus manually welded plugs is expected to save considerable worker dose.
Toledo Edison requests that this request be approved by April 22,1998.
