O APPEN0!X A NOTICE OF VIOLATION Soston Edison Company Docket No. 50-293 .

Pilgrim Nuclear Power Station License No. OPR-35 l As a result of the inspection conducted on April 27 - May 1,1987, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:

Technical Specification 6.8 requires, in part, that the procedures recommended in Appendix A of Regulatory Guide 1.33 be established and implemented.

Procedure 1.3.10, Revision 16, " Key Control," requires, in part, in Section

!!!.A.7, that one high-high radiation key will be kept in the Control Room in sne Special Key Cabinet. Additionally, tne key will be accounted for at the beginning of each shif t and an entry made in either the NOS log or Radwaste Log.

Contrary to the above, on April 28, 1987, a high-high radiation key was located in the Watch Engineers desk rather than in the Special Key Cabinet and on several occasions including April 6, April 7, and April 25, 1987, the high-high radiation key was not accounted for at the beginning of each shift.

This constitutes aseverity Level IV Violation.

Pursuant to tne provisions of 10 CFR 2.201, Boston Edison Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
