I NOTICE OF VIOLATION Boston Edison Company Docket No. 50-293 Pilgrim Nuclear Power Station License No. DPR-35 As a result of the inspection conducted on July 13-17, 1987, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement

' :tions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1986), the following vialation was identified:

Technical Specification 6.11 requires that procedures for personnel radiation protection be prepared and adhered to for all operations involving personnel radiation exposure. Radiation Protection Procedure 601-022 requires in part 6.1-022 in section VIA and VIIJ.7, that individuals follow the instructions of radiation work permits.

Contrary to the above, at about 10:10 p.m. on July 16, 1987 a reactor operator ,

was found inside the Reactor Water Clean-up Pump Heat Exchanger Cubicle, a l posted, locked High Radiation Area, without the radiation survey meter ,

required to be used by the applicable radiation work permit (RWP No. 87E-4).  :

The individual had signed the RWP indicating his understanding of the RWP's requirements.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Boston Edison Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
