Subject: Inspection Report No. 50-293/87-19

During the week of April 27, 1987, personnel from this office performed an

inspection of your licensed program relative to radiological controls

implemented during the current outage. The findings of the inspection were

discussed with you and other members of your staff during the Exit Meeting on

May 1, 1987. A copy of the Inspection Report is enclosed with this letter.

The inspection indicated that one of your activities relative to high

radiation area key control, was in apparent violation of NRC requirements.

You are required to respond to this violation by following the instructions

included in Appendix A.

This letter also acknowledges receipt and review of your letters dated April 11 l

and 29, 1987. Thank you for informing us of your corrective and preventative I

actions in the area of radiological controls. These actions will be examined  !

'

during a future inspection of your program.

We are concerned about continuing evidence of weakness in your control of high

radiation area keys. Two previous NRC inspections this year (87-03 and 87-11)

identified similar issues associated with key control for these areas. Based

upon the findings in this inspection, your corrective actions provided for

these previous violations appear to be ineffective due to communication and

training weaknesses. Accordingly, your response to the violation should include

how training and communication on procedure changes will be accomplished and

. how emphasis on procedure compliance will be achieved.
